Phát triển công tác xã hội y tế: Kinh nghiệm quốc tế và một vài quan sát tại Việt Nam

Abstract

Tóm tắt: Năm 2010, Thủ tướng chính phủ Việt Nam thông qua Đề án 32 đặt nền móng cho sự phát triển nghề công tác xã hội tại Việt Nam. Năm 2011, Bộ Y Tế thông qua Đề án phát triển nghề công tác xã hội y tế 2011- 2020 với mục tiêu đưa CTXH vào bệnh viện. Tuy nhiên, vì hệ thống cơ sở y tế, nhất là hệ thống bệnh viện ở Việt Nam, đã tồn tại từ lâu trong khi CTXH còn rất mới, việc đưa CTXH vào hệ thống y tế đồng nghĩa với việc thay đổi, điều chỉnh cấu trúc và mô hình hoạt động hiện tại của hệ thống y tế cũng như thay đổi thói quen khám, chữa bệnh tại các cơ sở y tế của người Việt Nam. Để thành công trong việc phát triển CTXH y tế mà không đưa đến phát triển lệch lạc, Việt Nam cần phải trả lời hai câu hỏi: (1) Việt Nam có thể học gì từ kinh nghiệm của các nước đi trước và cần lưu ý những điều gì khi phát triển CTXH trong hệ thống cơ sở y tế của mình; và (2) Một lộ trình hợp lý cho việc phát triển CTXH trong hệ thống bệnh viện ở Việt Nam là gì? Bài viết này sẽ đưa ra một số gợi ý cho hai câu hỏi trên thông qua giới thiệu lịch sử CTXH trong y tế/bệnh viện tại Mỹ và các nước, vai trò của CTXH trong các bệnh viện. Tiếp đó, bài viết nêu thực trạng phát triển CTXH trong các bệnh viện ở Việt Nam và một số khuyến nghị về lộ trình phát triển CTXH y tế ở Việt Nam.

Developing hospital social work: Global experiences and recommendations for Vietnam

Abstract: In 2010, the Prime Minister of Vietnam approved the Project 32 setting the foundations for the development of Vietnamese social work. In 2011, Vietnam Ministry of Health further announced a national plan to incorporate social work into Vietnam’s existing hospital system. However, the hospital system in Vietnam has been in existence for a long time while social work is a new profession; thus the incorporation of social work into Vietnamese hospitals requires caution in order not to cause disruptions to the hospital system. To have a successful incorporation, Vietnam must find answers to two questions: (1) What can Vietnam learn from global experiences in developing hospital social work, and (2) What would be the most appropriate trajectory and action plan to incorporate social work into existing Vietnamese hospitals? This paper aims to provide partial answers to these two questions by first discussing the historical development of hospital social work in the U.S. and other countries, as well as the roles of hospital social workers. Then the paper will discuss challenges to incorporating social work into existing hospitals in Vietnam and recommend an action plan to develop hospital social work for the country.
