Vietnamese Diplomacy, 1975-2015: From Member of the Socialist Camp to Proactive International Integration

Abstract


Abstract: This article presents an overview of the evolution of Vietnamese foreign policy from national reunification in 1975 to the present. This forty-year timeframe is sub-divided into three parts. The first part traces Vietnam’s shift from a member of the socialist community led by the Soviet Union to a member of the international community from 1975-91. The second part reviews the implementation of Vietnam’s foreign policy of ‘multilateralizing and diversifying’ its external relations and becoming ‘a friend and reliable partner’ to all countries during the period 1991-2005. The third part considers developments after 2005 when Vietnam forged strategic partnerships with the major powers and key European and Southeast Asian states and proactively integrated with the global economic system. In summary, Vietnam’s foreign policy has contributed to safeguarding its sovereignty and national independence and contributed to national development and international integration.

Ngoại giao Việt Nam giai đoạn 1975-2015: từ thành viên của khối xã hội chủ nghĩa sang giai đoạn hội nhập quốc tế chủ động

 

Tóm tắt: Bài viết này trình bày một cái nhìn tổng quan về sự chuyển biến các chính sách đối ngoại của Việt Nam từ khi đất nước thống nhất năm 1975 cho đến nay. Với khoảng thời gian bốn mươi năm này được chia thành ba phần. Phần đầu tiên đánh dấu sự thay đổi của Việt Nam từ một thành viên của cộng đồng xã hội chủ nghĩa trở thành một thành viên của cộng đồng quốc tế giai đoạn 1975-91. Phần thứ hai đánh giá quá trình thực hiện các chính sách đối ngoại của Việt Nam về 'đa phương và đa dạng hóa" các quan hệ đối ngoại và trở thành "một người bạn và đối tác tin cậy" với tất cả các nước trong giai đoạn 1991-2005. Phần thứ ba đề cập đến sự phát triển sau năm 2005 khi Việt Nam không ngừng mở rộng hợp tác chiến lược với các cường quốc và các quốc gia Châu Âu khác và với khu vực Đông Nam Á, và chủ động hội nhập với hệ thống kinh tế toàn cầu. Tóm lại , chính sách đối ngoại của Việt Nam đã góp phần vào việc bảo vệ chủ quyền và độc lập dân tộc và góp phần phát triển đất nước và hội nhập quốc tế.
