Thực hiện Điều lệ Y tế quốc tế nhằm đảm bảo an ninh sức khỏe thế giới: Trường hợp Ebola và COVID-19
Abstract
Để nhanh chóng phát hiện ra các mối đe dọa dịch bệnh toàn cầu và phản ứng nhằm giảm thiểu những thương tổn cho cộng đồng, các quốc gia, dưới giám sát và điều phối của Tổ chức Y tế Thế giới (WHO) đã cùng hành động xây dựng Điều lệ Y tế quốc tế đầu tiên vào năm 1969. Điều lệ Điều lệ Y tế quốc tế (IHR) được sửa đổi năm 2005 đã bổ sung khái niệm “Tình trạng y tế công cộng khẩn cấp gây quan ngại quốc tế” (PHEIC) nhằm nâng cao khả năng nhận biết và ứng phó với các nguy cơ sức khỏe cộng đồng tiềm ẩn trên toàn thế giới. Bài báo đánh giá việc thực hiện IHR (2005) thông qua hai trường hợp PHEIC Ebola và PHEIC COVID-19. Từ góc nhìn của quan hệ quốc tế cũng như nghiên cứu phát triển quốc tế, bài báo chỉ ra các ưu nhược điểm trong thực hiện Điều lệ Y tế quốc tế, từ đó hướng tới thực hiện tốt hơn IHR (2005) nhằm đảm bảo và nâng cao an ninh sức khỏe thế giới.
